no, the blue guy wanted to see the red guy’s dick. see he said it’s hard to bee with an erection, but we see no evidence of him having trouble peeing. since the red guy moved over, the blue guy can now see his penis and gets an erection, as we can see from his pee missing the urinal.
Ah, but we don’t know who was there first. Red may have arrived first, upon which time blue was right next to him. We also don’t know if there are any other stalls out of frame.
How do we know it’s the guy in red? Maybe the guy in blue was violating restroom etiquette by standing next to him. The comic doesn’t tell us who got there first.
It is obvious that red guy broke the man rule first and the blue guy was then open to use another man rule - do whatever it takes to get the homo trying to get a peak to move…or he could just be pee shy…

Scotty is right, that guy is violating restroom ettiquette, there should always be a urinal between men urinating, it’s man law.
